I saved it to my steamapps PCM13 folder in the data folder, but on the game it just says it's the original database and I'm stuck with the likes of Vroome. Any help would be great thanks.

The rest should be placed in (...)/Steamapps/common/Pro Cycling Manager - Season/Saison/Seizoen(Whatever your folder is called) 2013 Of course, that's if there's a rest, but most DBs have jerseys or more additions.
