Edit Starting $ for custom teams/cost of reports?

Is there a way to edit the amount of starting $ for custom teams, or the cost of reports on youth?

I want to build a squad with a lot of youth, but I don't want to pay $20,000 for a report on each youth that I'm considering. So is there a way to either scale up the starting amount of money beforehand or to change the cost of the reports?

No, you cannot, but there are other ways to cheat money. For example ArtMoney.
I am pretty sure there is a thread or instructions in the Tips and tricks section of this forum.
