Trouble with non standard characters

Anyone else struggling with non standard characters? I cant use apostrophes, accents or dashes in posts.

Everyone is having them. Last time it happened it was because of server changes, wonder what happened this time. Maybe PCM 2013 is the cause of it?  |

Hoping Crue can answer with some cause.
Only change i've noticed is the Latest Stages change to Latest Shirts... Doubt it was that...
Really annoying as i might have to rewrite my story intro

They are displayed wrong in thread titles (Manx, Ian), but I was able to use apostrophs in my latest posts. ''''
No accents though.

That's weird. Can you tell me what characters you are having trouble with?
I know you can't write them, so please give me the number of them from this table: https://www.ascii....lcodes.htm

Dash and apostrophe are working but 218 isn't on that list.

All accents don't work (I assume, at least grave and acute).

Seems like somebody or something changed some settings on our database server. Still looking into it.
