Young Rider Carac - XML files improved

Here is a update to my XML files, I fully believe I have improved the files from the version I had much earlier.

What these do is edit the abilities and potentials of young riders generated, to better match reality. They also will create a more balanced game if played over several seasons.

Also these files control the potential maximums of the current riders when first starting a new career, and will help to keep them balanced.
