Hello, my computer is clogged up with alot of PCM stuff and I was wondring how much I actually need and how much i can delete. For example the setups for patches, can I delete them?
other items like PCM2012_Setup-1.bin and PCM-Protection.dll are very big and would make my computer run much faster.
The Setup.bin files are only for the installation. If you won't install the game anymore, you can delete them. But keep in mind that if something happens and you need to re-install the game, you'll need to re-download them.
The PCM-Protection of course can't be deleted. Plus 36 MB is nearly nothing compared to a game that in its "vanilla" version takes more than 6 GBs

Not sure what you mean. If you mean the .cdb file, they are less than 0,5 MBs big. If you mean the actual files, just because they were included in older DBs doesn't mean they aren't used anymore. Perhaps that only goes for 2012 shirts of teams who have got their 2013 shirt now, but just tracking these down is a lot of work to save only some dozens of MBs.
Additionally, a lot of files included in the DB overwrite the game's original files, so deleting them would mess up the game. That's why the only way to correctly uninstall a DB is by re-installing the game (and that's why it's advised to make backups before installing DBs if you consider uninstalling it later).
To answer the thread: not sure if you've already done that, but you could also delete the DB installation files. Same thing as the game's installation files (not needed now, but you'll have to re-download if you need them in the future).

I meant the .cdb file, keeping in mind that all small parts count
More likely to save space elsewhere on a computer.
A recomendation is to get an external hard-drive and move all media, word, excel etc files to it. Also thats just generally good practice anyway
