Worlds Selection Woes

so imagine my grief when i built a team around Gilbert with the major goal of winning the worlds and bam! he decides the race doesnt fit with his schedule. so what makes a rider select to ride worlds? is it totally random each career you start? and more importantly how can i mess with the game to make him change his mind?
top 10 of all time in no particular order, not including the cannibal cause hes automatically #1:

-Gemininani -Nencini -Anquetil -Coppi
-Kelly -Hinault -Zabel -Bettini -Rebellin -Magni
..and honorable mention to Tom Simpson whos career was cut short.

Top 5 noobs most likely to tear it up this season:
-Phinney -Moser -TJ -Guardini -DURBO!

You can use an editor to change the riders Nationalism. This will make it more likely that they will ride the worlds, but no guarantee.
It also depends on the routes.
I know the WC in 2012 ends up the Cauberg, but in game it is classed as a flat race, so punchers are not as interested as sprinters.

You can even edit the national_selection value(or something like that) in August-September... (only works for your own team) and it's most likely that Gilbert will have a 1 in that table, you have to make that a 4... You can find the table in Dyn_cyclist
Since all tables are 0 before 1 August, you can only use this method in August and September...
