How do you make a rider withdraw a race if you need him elsewhere?

Set his effort to Zero in stage

As FroomeDog99 said, effort on 0, which means that you can only withdraw a rider in 3D mode, so you actually have to play the stage in order to remove him from the race.

You can't use that rider in another race on the same day, but you can use him starting the day after.

It is also suggested not to withdraw him at the very beginning of the stage, let him do some work before that (let him chase the break, do the leadout, etc.).

If a rider races on consecutive days that are not part of the same stage race is their green bar reduced for the 2nd race? Or only during a stage race?

Only in stage races. You could race 10 consecutive M-SR's without a decrease.
