Probably a mistake by the DB you're using (Off Release perhaps?) They probably meant to give those 20 wins to Cav in the ranking 'stage wins (total)', so that if Cav won more 14 he'd equal Merckx's record. You could edit your save to fix it: open your savegame with an editor (look under 'editors' in the downloads section) -> STA_records -> line with ID 461 -> change "fkIDrecord_type" from 5 to 4.
