If you're talking about young riders, they're generated in the beginning of every career. However you could open your savegame, table DYN_young_cyclist and look at all the young riders there, including current stats, potential and max stats.

Sep Vanmarcke, Thibaut Pinot and Marcel Kittel can be the best young riders, including obviusly Peter Sagan, but there are more like Diego Ulissi,John Degenkolb, Carlos Betancourt, the sprinters Arnaud Demare and Nacer Bouhanni...

Depends on the database, but on PCM Daily DB Moser and Kelderman are really good...

You can always sort all riders in the editors according to the age and/or potential and look for high stats/potential among them....
