When creating a stage, is it possible to add some commentary at the start of the race in the same way the existing races have this?

Yes, in Profile Features -> Audio Commentary. Move the blue arrow to where you want the comment to be played. Then you have to place the sound files in Program Files/Cyanide/PCM12/Sound/comments/[lang]/XMLSOUND. Don't forget to add a "-01" in the filename compared to what you added in the Editor.
