SweatyViking, don't post unnecessary things like that. If you're not adding anything useful, don't post. Everyone is free to play their game in whatever way they want to.
Now, to the question. In stage / stage race mode you're able to use him even though he's set with an injury. To make him available all year in career, change Contador's fkIDinjury in DYN_Cyclist from 1 to 0.

In the PCM11 DB, yes. Then Cyanide added the "make unavailable feature", which pretty much is the injury thing that was already used a couple of years ago. Then, at least in the PCMDaily DB, we've kept the same 'method' as of Cyanide.

In your db, when opened up in an editor. Try Lachi's.
