You can always prolong contracts of your own riders. You can start negotioating with other riders I think starting June (I'm not sure) and you should be able to sign free riders any time you like. However, if you already have 30 riders, you can't sign anyone new, as 30 is the maximum amount of riders you can have.
You can prolong contracts with own riders anytime.
The transfer window for other riders is from July to end of year.
From July to mid October you can sign riders which did not prolong their contracts or are free agents.
From mid October to the end of year, you can only sign free agents.
Exception: In the first days of a newly started career you can sign free agents.
I am pretty sure this is explained in the manual and that you even receive mails in the game telling you about the transfer window.

I tried to do so after 15 OCT but when i open rider profile and try to contact it says rider not free.

This feature was removed in one of the previous editions, as it doesn't reflect reality where riders are rarely bought out of contracts, in contrary to football for example.

thx for swift reply.So basically what u say is to wait till contract runs out but what if he extends.I only ask cause Eros Capecchi is one of my fav riders and i wanted to sign him.

Well, if you REALLY want him, edit him into your team. But otherwise, bad luck.
