Custom Team Regions

When I go to set the regions for my custom team it doesn't change.

It's like this:
img812.imageshack.us/img812/5163/pcm0002b.jpg

Then I click on the French flag:
img690.imageshack.us/img690/6403/pcm0003d.jpg
and click on the USA flag, but the french flag is still the nationality:
img812.imageshack.us/img812/5163/pcm0002b.jpg

Any ideas?

First you add the region, then you change the territory, iirc.
