It's here.
PS. I didn't do it, this helmet is from a pcm benelux tour pack from 2010, I just remove the auto-coloring function.

You should place the files in Program Files/Cyanide/PCM12/3D/Cyclists/Equipments/Helmets. Then you either replace the files with some that are already there or you need to add the helmet to the DB.

Just pay attention that helmets from PCM10 needs a slight re-sizing in the .nif file to appear properly in PCM11-12 If you check the _d file with a _d file from a Bell helmet adapted to PCM12, perhaps you can replace the .nif and have it look better in the game 
And btw, there was no auto-coloring function in PCM10
