Where in the editor you change so that you can see all the riders from each scout religion without waiting for a scout to find them? which tables you have to "play" with?

There's nothing you have to change, just select "Young cyclists" in an editor.

I doubt that somebody ever tried this because it is to much of a cheat without any good use. If you want to have the best young riders, then just edit them into your team.

I don't know how to do either of these things but the easiest thing is to have a look at the table mentioned above and compare the lines. Look at a scouted rider and then do the same to the unscouted riders.
