1.) Is this stage available for download anywhere?

2.) Is it included in the PCM daily database anywhere? (the upcoming one maybe?)

1) Don't think so, never seen it.

2) No. There are 3 mexican riders non-free agents in the DB (thus the only 3 that would race it), so the gameplay wouldn't be much fun Pfft

You can always use fake stages, like several other NCs.

First, that's PCM09, so even if that was the stage it wouldn't work in PCM10~12. Second, I doubt it's the real Mexican Champs route. Might be similar, but they probably picked a similar stage and used ( = used a fake stage).
