This is no bad rider. I was riding one of the hardest tages of the Tour of Langkawi, he was in a 10-man breakaway. One and one fell behind, and in the end it was just him left. He had a lead on 5 minutes on the peloton when Caruso attacked. He managed to catch him and sprint him out but it is no bad performance. he won the u25 jersey too.
He is just 22 and from Ireland.
He can develop into a fighter and a climber.
He is good in real life too, see his palmares:

I think he made some promising perforances in this year's vuelta.
