DEM File Problems for Tour of America

So basically I've made my stages for the Tour of America and they're all in the GPX or whatever format. However every I upload it says "Cannot create the stage, dem file does not exist." What do I do?

Not all parts of the world have DEM files (digital elevation maps). Some parts like Europe come in the files with the game, others can be downloaded here:
