I don't quite understand your problem?
You need WinRAR (or a similar program) to unpack the files, that's all.

Well, try the RSM News DB 1.3
Doubleclick the file when downloaded. When asked where to install the file direct it to Cyanide/Pro Cycling Manager/. When it's done installing, go to your game -> Options -> Database and choose RSM News DB |
