2012 DB not rotating WC?

Hey, so I'm now going into 2015 season and so far the World Championships has been in the Netherlands 3 times and Italy 1 time. Is this just bad random luck or is there something causing this not to change locations right?

If I remember correctly the nationality of the WC race won't change, only the stage file. But if the profiles haven't changed as well, this thread should help:

Hmm.. Okay, it is changing the routes, and I read the route name for the RR, (happens to be Luxembourg this year) so I guess I will call that the correct nationality.
