this might sound a bit stupid but i see people talking about sending scouts to find new sponsors, but i can't seem to see this feature in the game at all if you could point me in the right place to look

i'm playing with a custom team so i'm wondering if this has anything to do with it but that contract will run out at a certain date, it says 2012 ( is that at the end of 2012 or start cause if start that means i'll need one for next season)

Its in sponsors, but it will only appear if your current sponsor is withdrawling at the end of the season.

i'm guessing then if it says it will finish in 2012 thats the end of 2012 then right?

No, the whole year of 2012.
BTW: You cannot sign new riders until you found a new sponsor, so better search a sponsor before july.
