Individual effort bug

When placing someone on an individual effort, let's say on 65 in a breakaway, and the rest of the team is on let's say 80 in the peleton to not fall behind. In my game this doesn't work. even though it says 65 on the man alone in the breakaway, he still has an outrageous heartrate that would suggest him being put on 80. and when I set his effort to 60 or something, his heartrate falls down, and then my team starts dropping from the peleton. It would seem as the whole team is being but on the effort level as the rider I lastly ajusted. Am I the only one having this bug or?
