Can someone tell me what the collum gene_f_race_points and gene_f_coeff_difficilty mean in sta_uci_class?

Why don't you just ask us what you want to achieve instead of pointing out two columns.
Or do you want to make a wiki of all the cdb columns?

I would like to know what changing these numbers means for gameplay or that is just affects sponsor confidence. I play with a databae where these values were changed but the guy that changed them didn't know what effect that would have.

So does it affect gameplay (gene_f_coeff_dificulty) or not?
