After the month of February I always receive news and message about teams signing or keep an eye on young/amatuer riders for the following season. How am I able to do this because I cant seem to be able to look at new up and coming riders

Send you scouts to whatever place and you will be able to sign/sponsor them. Or alternatively look at the U23 classification and sign whoever you think may be good.
