Can't search for sponsors at a legendary level.

I'm in a career with a custom team and I've just started my 2nd season. I've gotten a new major sponsor (Litex) who is willing to let me have a co-sponsor. The only problem is that I'm not able to search on a legendary level, only as high as International.

What is the reason for this? Can't a co-sponsor be from a "legendary tier"?

Ofcourse not they want to be Sponsor not just Co-Sponsor

I suspected that, however I still think it's odd that the button is "greyed" out.
