AI transfers & regions

I have a question regarding the transfers and scouting of the AI teams. Is it possible to set that a team hires riders only from one region (e.g. Euskaltel only Basques)?

And - I'm pretty sure that it is possible - how do I set the scouting regions of the teams? I guess it's in DYN_team or something like that, which one is it exactly?

The scouting regions have changed with the latest patch. Before it was in DYN_team but now the team scouts only in the regions of the sponsors.
