There should be a PCM-Protection.exe in the game folder. There you can deactivate I think.
Also there should be a question during deinstallation.
But not totally sure as I never did it with PCM11.

I tried it both with deinstallation and pcm-protection.exe and I always get his message. It's the only activation I still have. What is wrong?

If the game is still activated and you have no activations left, then why do you want to deactivate? You cannot play without activation, and it might take a while to get a new activation key from the vendor.

That said, the error message tells you what to do: Press "Error report" and send the report to product technical support. Look here for the official support: https://www.cyanid....php?f=129
