Rider wage bill next year

Hello,

I have a new sponsor for next year.
my 2011 sponsor has a rider wage bill of 336.000 euro.
my new sponsor has a year budget of 7000000, this is 583000 per month.

so i am happy, but when i want sign new riders in Juli 11, i don't have the budget of 583000, so i can't sign riders.
When i want to sign a new rider i get a mesage that i have a rider wage buget of 287250.

i don't understand it.

Can i edit this with a editor ?

Was it perhaps the 1/12-bug?
