Making a Startlist for Online games

Me and a friend are trying to do the Vuelta with the exact riders that are riding it, I read that startlists cannot be used online so we deleted all riders that weren't riding the race however now teams bring as little as three riders.

Does anyone know a way around this?
Or a completely different method we can use?

they can used online my friend, just choose your db, create your startlist.
When you make a race besure you selected the db you made a startlist 4.
And afcourse you have to select the tour or race 4 what you created the startlist
