i use patch 1.0.4.4 and whenever i try to create a custom team, i only get 40k funding, is this a set amount for every time? and if it is how much time would it take to even get a half good team togther?

It depends on the setting "Orientation of team" which you set before starting your career. It can be 10%,20% and so on. The higher the value, the more scouting reports you get, but also less money.
