National riders without contract

Is there a way to place riders without contract and no teams to ride on Nationals Championships ?

For example make all the australians riders in the DB to participate in the Australian National Championship RR.

I try to add the mention national team ID in the table DYN_cyclist but it does not seems to work, I only have riders from teams.
I have the national teams defined in the DB with ID 210 but in the table CYN_cyclist, I don't have any riders in the team 210

thansk for your help.
