Young rider when starting a custom team

I am going to be using a custom team based in Norway and I have the orientation set to 10% Therefor I have a ton of young riders, most of them from Norway and 18 scout reports, I think. However, I've given up using them on any of the 15 or so Norwegian riders since it's impossible to find someone with more potential then "Promising". I've decided to just sing 6-7 young riders blindly. I will instead be using the reports on foreing riders, but so far I've not found a single one with more potential then "Promising".

Are there any areas where you are much more likely to find a great talent then others? I usually get about 5-8 spanish and french riders, 2-3 from Germany, Italy, Belgium, etc. and lastly one or two from a bit more "obscure "cycling nations, such as Poland, Sweden, etc.

Also, have you ever been lucky and stumbled over a "Future Great"?

Yep, there are areas where it is more likely to find greater talents. I don't remember which ones, but you can have a look at the DB.

And yes, I found one Future Great (assuming this is how they're called in English) for my current team.
