Difficult to say seeing you have given very limited information but most likely you already have 30 riders on contract for next season. The riders you sign will be for the next season so the max 30 riders includes your current riders which have a contract for next season plus the new riders you have signed for next season. When signing riders it is therefore a good idea to make sure you have extended the contracts of all your current riders whom you wish to keep next season.

Yes i understand what you said, but i have wait until end of racing season, when all sign riders comes to a team, but there were still only 29 riders. Even in january no new rider come to my team, so i dont understand where is one rider.

That indeed sounds strange. Sorry but I don't think I can help you off-hand with your problem. Maybe try and check your savegame with an editor - that way you should be able to check how many riders are contracted to your team and if any riders (for some strange reason) should be contracted for the future.
