In case of a mass sprint i suggest you apply the gel around the 5KM mark so that just before the sprint starts the gel begins working and gives your riders the energy boost.

Also if you use the train tactic you can give your workhorses the gel earlier so that they can run at max effort even longer than normal so that your train is even more effective.

I am not exactly sure how long it takes to take effect but its a very useful thing to have to give you the edge in the sprint.
