How do you sign riders

Sorry if it may seem a stupid question but im confussed. Other teams are signing riders and i dont even know how to make offers for riders. What do i go on? =S |

You must look for the rider you want to sign and if his contract finishes this year you can contact with him in his profile |

I am mid way through the tour de france so im in july now. I still dont know how to contact the rider. I am on the riders profile but how to a contact them =S what do i click |

I doubt that you can play a functioning game without being able to sign riders 
Maybe you just need to look closer. |
