In what way does nationality affect scouting?

I'm going to sign a couple of new scouts to my team (Sparebanken Vest) and was wondering about how much nationality comes into play. Since I have a team from Norway, I would like to build it up around riders from that nation. Two questions:

- Would a spanish scout have more luck in Spain than he would have in Russia, just to take an example? If I remember correctly, there are no scouts from Norway in the game, could that be a slight problem?

- Would there be a greater chance of finding talents in countries like Italy, Spain and France compared to smaller cycling-nations like Norway, Sweden, Poland, etc.?

The talents are defined in the DB, so you find them with the cheapest scout no matter what country.
But I think better and especially scouts of the country they are scouting in are faster to find all talents.

1) The "knowledgebar" will go up quicker, if a scout is scouting in his homenation.

2) Yes...or at least they have higher potential entered in the DB. Fx. the chance of finding an Italian superstar may be 1/10, and finding a Swedish superstar is maybe 1/100. It is a simplified explanation, but basically it is like that
