So I've had a personal project here, based on the last db we got (with a few updates, fixed some wages who were wrong and I removed national champions).
What I've done is that I've put in the individual ranking points in a new bracket, then I made a bracket for wage / points. In other words, I got what each rider gets "paid" for each point they score. So based on that I present a list of the top 10 riders of the year (Stagiares, etc taken away):

2) Chris Froome (100% Me)
(Wage: 64 000€, 518 points, 124€ per point)

4) Taylor Tolleson (Mercedes Benz)
(Wage: 60 000€, 412 points, 146€ per point)
5) Damiano Caruso (Wiggle-San Pellegrino)
(Wage: 80 000€, 540 points, 148€ per point)
6) Hassen Ben Nasser (Cilit Bang - IT-Factory powered by the moon X)
(Wage: 88 000€, 526 points, 167€ per point)
7) Mauricio Ortega (Petronas-Olympus)
(Wage: 55 000€, 317 points, 174€ per point)
8) Matthieu Ladagnous (Pendelton's Twicer)
(Wage: 50 000€, 277 points, 181€ per point)
9) Marco Guillén (Team Pokerstars.com)
(Wage: 50 000€, 270 points, 185€ per point)
10) Marcello Pavarin (Wiggle-San Pellegrino)

Here are the 10 baddest, I've made a few rules here, so there are none riders with a 50k wage, none at level 1 exp, no riders with under 15 points (as the formula fucks up the riders with 0 points), no riders with or under 68 in avg and no stagiares. (Without the rules there were just 10 boring domestiques)

Important rule: If Waghlon has sent a rider to the right race for them, it is more by luck, than intention 
But Gusev is just not a suitable CT rider.

I have never had a CT team. What I said back then did sound very good in theory 
(But hey, I'm gladly signing him back for the upcoming season)

For me Brea (who sent Mercedes over the limit) is the "worst" becuse also the riders lost. Also Hutarovich is interesting, as I bid for him :-p I think that was pure desperation ;-)

Jose Alarcon, at a wage of 120k, sort of guarantees promotion. And to think how much more points he would have got without crashing out of the race lead on the final stage of the 2 Malaysian races!
Theres no way he'll be so cheap next season - hopefully a PT team signs him though, see how well he can do at the top level.
While Ponzi and Caruso of Wiggle - a key example of the merits of developing your own riders.

This is very nice work Heine. makes for an interesting read indeed.
I think you have to factor in with Ben Nasser that he cost Waghlon quite a big transfer fee so whether he gave great value for money will be seen in the long term I suppose. Still he and Bellis remain very useful assets for his team.
Worst value, I dunno if you gonna rule out 50,000 then I would have ruled out anyone below 100,000...
Would be interested to see how the top 30 or so waged riders did in comparison to each other! Though you have largely covered it above.
