wich stat plays a role in a TTT? Prologue or Time Trial?

In the normal time trials both are used in relation to the lenght of the stage.

But because the team time trials are quite long, I would say that only TT is relavant. (No matter if Cyanide implemented the new Prologue stat into TTT or not)

But e.g the TTT in tour of qatar is only 8km long does the prologue stat plays a role? maybe i can try to figure it out myself... thanks lachi.
