how is the jersey of the national champion for countries with no championship race decided?

e.g I am sky and have carlstrom and Lofkvist. There is no Finnish or Swedish RR championship race so will the current champion remain the national champion forever or does the game randomly select a new champion each year?

It is selected randomly, however stronger riders in my opinion get a bonus in the selection as nearly always Fränk or Andy Schleck become luxemburgish champion in my career...

The TT champion however doesnt change...

But you can always edit the champions with an editor.

For some countries, the National RR is simulated on the 30/6. For others, it's simply the same champion every year.
