Training - progress potential

Hi. I would like to ask what does those stars from progress potential mean? For example, if a rider has 6 star at flat, does that mean that his flat stats will grow with 6 point or he could improve a lot at that category?

These stars in the training window show the limit.
Every star is about 1-3 points.
So 6 stars in flat just mean that the rider can get probably 9-14 more in flat by training.
