How good should the CPU be?

I dont know that much about computers, so I have a few questions:

These are my computer specs:
- 3 GB RAM
- Intel Pentium Dual CPU 1.73GHz
- ATI Mobility Radeon HD 2400

At the moment my graphical settings are 1 on buildings, trees and spectators, everything else is on 0. I also have roadsides on. It works perfectly with these settings, but sometimes the trees will dissapear and then reapear, same with the spectators. Also, when viewed from a distance, all the trees are cut in half.

My question is, is it because of my CPU that I can only run the game on a bare minimum?
