is there any way a preseason contract can be used for riders so they appear in correct teams fo 2011 or will i have to wait for a databse update throughout the winter?

What are you talking about? Are you playing a career and want all teams to ride with the correct staff in 2011? If so, just fix the teams in december 2010. Defining preseason contracts or similar stuff takes about the same time to fix it before the next season starts.
