Custom Team Rider Costs

Did a search but couldn't find an obvious answer!

....Does anybody know how the game calculates the purchase values for riders when you select a custom team? I'm assuming it takes into account current stats, potential, age etc, but is there a specified algorithm anywhere?

Its based on the overall average. All riders with an average of (insert random number) cost the same. No matter age, potential, nationality, etc.
