average sprinters doesn't participate in mass sprint finishes?

Anyone else experiencing this? I upped Turgot, Oss etc. a bit, but they NEVER participate in the mass sprints. Why not cyanide?!
Do they have to be at a certain sprint stat to participate? Ridiculous.
