Scouted / Unscouted young Riders

I was wondering if anyone knows if the undiscovered talents will become available as "free agents" at one point, or do you have do discover them all in order to sign them?

Im pretty sure if theyre undiscovered they dont appear. It wouldn't make sense anyway. You have to discover them to sign them as a free agent

I doubt that. Even if you wouldn't do any scouting at all, the game would still generate new young riders as free agents. |

Just ended a season and to have a look over unsigned talents I opened my savegame in Hannes Converter. There was a free agent with potesnsial 9 !!!!
I thought 8 was max.. ? |

It is, but there's a minor bug in the PCM.daily DB which makes it possible to have potential 9 riders. Their abilities are pretty random, though. |
