New country on World Championship

I've scouted some riders in the pcmdaily 2010db, and they come from Mexico and Costa Rica. I want that these riders will ride the World Championship, but Costa Rica and Mexico can't ride a WC in the db. I've found something in de Hannes Converter but i was wondering if it is right. Can I change it in DYN_national team? and if so, how?

You can replace a country in DYN_national_team - but you can't add any.
