Free agent signings

I've noticed that whenever another team signs a free agent, they only sign them to 1 year contracts. What this means is that in the 2011 the majority of riders on every team will be free agents. Is this a PCM issue or a DB issue and how can I fix this (or is it fixable)?

I don't think there's anything you can do.
