Is there a limit how many riders appear in each scouting zone every year? Couse I have been monitoring the same zone for 2 months and haven't recived any information on any rider for over a month. But first there were some reports every week or so.

It's July in my game if that is important

There's a max, yes. They can be seen in STA_newrider_area.
