You simply open the xml files and you type
<pavement_begin />
and all the section after will be cobbled until you put
<pavement_end />
When Nothing goes rigth, go left...

*Picturing the Mont Ventoux with cobbles*
I think he just wants it for flat stages, but doesnt matter, its his choise, might even be fun. =D
I think you saved it wrong or you made a typo or something.

Otherwise, try opening it with Notepad instead of RSM Profiler. |

Cobblestones must be over the "locale" roads. So you have to change the road type the cobblestones appear at from Nationale to Locale. If you don't change them, the cobblestone effect is there, but you can't see them.

Open the stage editor.
Load you stage.
Click the "+" looking button.
Click the road that needs to have cobble ons.
Select in the right hand pull down menu "Locale" rather than "Nationale"
Click anywhere in the grey.
Click save.
All the above of course needs you to know where the cobble section is, where it's going to appear in 3d as well as where you've put it in the text, amongst other bits and bobs too. In other words, it's hard for someone who doesn't know what they're doing to get it right first time, but keep changing things and it might work... eventually.

Then you've clearly not done that. If you can't see them, yet they appear on the profile, then the roads aren't the right type. Or you've done something wrong.

You'll have many problems :
1. With the official files, you have .zvsg files to "pre"load stages quicker. You have to delete them if you modify the xml
2. The cobbles works only on "special" roads
...
But you can build your own stage to make that or modify a "classic" stage to include it as a stage in your Tour ?
You have many solutions more or less difficult and more or less realistic but it's pretty hard to explain it in 2 lines.
