As for the helmets, wheels, having different stats, that's the no-equipment version It's the same equipment that comes in the Off. Release, only replaced by real brands (and also some frames are added), thus the stats are different. But it doesn't matter much, because the stats have 0 (or very close to 0) effect in game, with different stats or not.
(the no-equipment version isn't something "good", in the sense that it'll add more stuff; it's for those who want to play the game more smoothly, so they can use less equipment, so the game runs more smoothly).
When I install your update, yo add a new folder. This folder I copy in the main folder in the game (3D, Gui,...) and now I can play with Belkin perfect
